A state that buys Ukrainian: every hryvnia of public software spending should work for the domestic industry.
The Ukrainian state spends billions on informatisation every year — and each of those hryvnias either strengthens the domestic industry or finances someone else's. The committee's mission is simple: with equal specifications, the state must choose Ukrainian software. This is not protectionism for its own sake — it is economic patriotism at its most practical: taxes, jobs and competencies stay home, and critical systems do not depend on foreign jurisdictions.
The ban on Russian software in the public sector (the SSSCIP list under Resolution No. 1335) opened a historic window: hundreds of institutions are looking for replacements at once. The committee works to ensure that window is filled by Ukrainian products — from document management to accounting — rather than another batch of foreign licences. We compile catalogues of Ukrainian alternatives, support migration and push to make software origin a procurement criterion.
