Our member — the Intelekt-Servis group of companies — is briefing public-sector institutions on the implications of a 2026 decision by Ukraine's State Service of Special Communications (SSSCIP), which published a list of software banned for state bodies, local governments, state enterprises and critical infrastructure operators.
What happened
The list, drawn up under Cabinet Resolution No. 1335 of 22 October 2025, includes products tied to the Russian software ecosystem — notably 1C/BAS-platform solutions and the UA-Budget system, which budget institutions had used for years for accounting, budget estimates, HR and payroll. The key reason is the architectural dependency on platform products of Russian origin.
Consequences for institutions
Organisations that keep running banned software face not only cyber risks (potential vulnerabilities and external control) but also direct non-compliance with the state's digital sovereignty policy — with all the administrative consequences for their leadership.
What to do: a safe alternative
The Association member offers the Ukrainian ISpro ERP — a mature public-sector accounting solution covering the public-sector chart of accounts, budget estimates and reporting, HR and payroll. Migration should be planned now: inventory the processes running on UA-Budget, scope the data to be transferred and build staff training into the budget cycle.
