President of Ukraine Volodymyr Zelenskyy, via Decree No. 184/2020 of May 14, 2020, enacted the decision of the National Security and Defense Council of Ukraine of May 14, 2020, "On the application, cancellation, and amendment of personal special economic and other restrictive measures (sanctions)."
Sanctions have also been extended for a number of other Russian IT companies or those linked to Russian entities.

The sanctions include asset freezing, restrictions on trade operations, prevention of capital outflow from Ukraine, cessation of economic and financial obligations, restriction/termination of telecommunications services and the use of telecommunications networks, a ban on public procurement, termination of permits for the import/export of currency, and restrictions on cash withdrawals via payment cards issued by non-residents, as well as a ban on the transfer of technologies and intellectual property rights.
Our Association welcomes the extension of these sanctions. However, we draw attention to the fact that sanctions should apply not only to Russian companies but also to the software they develop. To this end, it is advisable to create a registry of trusted software authorized for use by state-owned organizations, establishing that any software developed with the involvement of Russian specialists cannot be included in such a registry under any circumstances. The Association is cooperating with the SBU and relevant committees of the Verkhovna Rada of Ukraine to develop a methodology for creating the corresponding list.
